Solar installation in Pasadena runs on a different rulebook than most of LA County: Pasadena Water & Power — PWP — operates its own net metering program, separate from SCE's NEM 3.0, so the export economics here are genuinely local and worth modeling against your specific PWP rate rather than assuming the CPUC's rules apply. The other Pasadena wrinkle is the housing stock. Bungalow Heaven Craftsmans, San Rafael estates, and the city's HPOZ historic districts all care how a system looks from the street, and many have tile or wood-shake roofs that need specialized mounting. Helios designs period-appropriate, low-profile layouts, handles PWP permitting and interconnection, and Taylor signs off on every Pasadena design before install.

What solar looks like in Pasadena.

Every market has different utility rules, sun resources, and structural realities. Here's what we factor in when designing for Pasadena homes.

  • Pasadena Water & Power runs its own net metering program — different from SCE's NEM 3.0

  • Historic homes common — we handle period-appropriate install designs

  • Strong year-round production from inland LA County sun

Why Pasadena homeowners choose Helios.

We design and install across Pasadena — from Bungalow Heaven, San Rafael, and Hastings Ranch, near the Rose Bowl, Caltech, and Old Pasadena. A famous stock of Craftsman bungalows and historic estates — many in HPOZ districts with tile or wood-shake roofs, where rooftop equipment placement and street visibility genuinely matter.

Why Pasadena is not on NEM 3.0

Most of LA County's solar economics are dictated by the CPUC's NEM 3.0, which slashed export credits about 75% for the big investor-owned utilities. Pasadena is a deliberate exception. The city is served by Pasadena Water & Power, a municipal utility that runs its own net surplus compensation program entirely outside CPUC jurisdiction — so the export rules that punish solar in SCE territory next door simply do not apply to your address.

That is genuinely good news, but it does not make every Pasadena system identical. Your real credit depends on your specific PWP rate schedule, and PWP switches you to its net-metering billing only after the solar meter is installed and a Permission to Operate letter is issued. We model your actual tariff rather than a generic assumption, and we decide whether a battery is worth it for you based on PWP's numbers — not SCE's.

PWP's 2026 solar-and-battery rebate pilot

Pasadena just became one of the most incentive-rich markets we serve. In April 2026, Pasadena Water & Power launched a solar-and-battery rebate pilot for residential and commercial customers, supporting the city's goal of 100% carbon-free electricity by 2030.

For residential customers the pilot offers roughly $0.60 per watt for a new or expanded rooftop solar system — and about $1.00 per watt for customers enrolled in PWP's income-qualified bill-assistance programs — plus battery storage incentives of up to $550 per kilowatt-hour. On top of that, PWP is waiving plan-review and inspection fees for solar and battery systems during the pilot. Systems must be installed on or after January 1, 2026 to qualify, and pilot funding is finite. This is exactly the kind of program homeowners miss because it is new and municipal. We verify current availability against your address and file the rebate paperwork as part of the job.

Permitting through the city Solar-App Express portal

Pasadena handles two separate approvals, and confusing them is where projects stall. The first is your building permit, issued by the City of Pasadena Permit Center; the city runs an online Solar-App Express portal that issues express permits for solar PV and combined solar-plus-storage systems up to 38.4 kW, in line with California's statewide expedited-permitting requirements.

The second is utility interconnection with Pasadena Water & Power, submitted through PWP's PowerClerk system — and PWP requires an initial review approval before you even pull the building permit. Sequence matters: PWP first, then the city permit, then install, then the solar meter and Permission to Operate. Helios runs both tracks for you in the right order, so a Pasadena install does not get caught between the two desks.

Historic homes, HPOZ districts, and Mills Act roofs

Pasadena's identity is its architecture — Bungalow Heaven alone is one of the country's best-preserved Craftsman neighborhoods, and the city has multiple Historic Preservation Overlay Zones plus many Mills Act-contracted homes. On those properties, how a solar array reads from the street is not a nicety; it can be a condition of approval.

We design Pasadena historic installs to disappear: low-profile flush mounts, all-black panels, conduit routed out of sightlines, and arrays placed on rear or less-visible roof planes wherever production allows. Where an HPOZ or design review applies, we prepare the layout to clear it rather than triggering a fight. The goal is full production with the home's Craftsman or period character intact.

Tile and wood-shake roofs: mounting done right

Pasadena's older housing stock comes with roof materials that a generic crew gets wrong. Clay and concrete tile, common on Madison Heights and San Rafael estates, requires tile-replacement or tile-hook flashing so weight is transferred properly and the waterproofing layer is never compromised. Original wood-shake roofs — still found on some Craftsman homes — need their own careful approach and an honest conversation about roof age.

A tile or shake roof is not a reason to skip solar; it is a reason to use the right hardware and an installer who has done it many times. We assess the roof's material, age, and remaining life before designing the array, spec mounting matched to it, and re-flash every penetration. On a roof near end-of-life, we will say so and plan a re-roof or a removal-and-reinstall path rather than bury panels on a roof you will have to redo.

Production estimate

A typical 8 kW system on a Pasadena roof produces approximately 16,644 kWh per year given 5.7 peak sun hours per day. We'll model your exact roof, shade, and azimuth in your free assessment.

Inland-valley summers are long and hot, which means strong solar production and the kind of high A/C bills that solar offsets especially well.

* Ballpark estimate. Actual production depends on roof pitch, orientation, shading, and panel choice.

Pasadena solar questions, answered.

How much does solar cost in Pasadena?
Most Pasadena homes need a 6–9 kW system, typically $18,000–$30,000 before financing incentives. Historic homes with tile or wood-shake roofs sit at the higher end because of specialized mounting. We give itemized pricing and model it against your actual PWP rate — and factor in PWP’s 2026 rebate where you qualify.
How does Pasadena Water & Power net metering work?
PWP runs its own net metering (net surplus compensation) program, separate from the CPUC's NEM 3.0 that governs SCE — so Pasadena is not on NEM 3.0. The exact export credit depends on your PWP rate schedule, which is why we model your specific tariff rather than assuming SCE rules. It changes whether a battery is worth it for you.
Does Pasadena offer any solar or battery rebates?
Yes — and this is new. In April 2026 PWP launched a solar-and-battery rebate pilot for residential customers: roughly $0.60 per watt for new rooftop solar ($1.00 per watt for income-qualified customers) and up to $550 per kWh for battery storage, with plan-review and inspection fees waived during the pilot. Systems must be installed on or after January 1, 2026. We confirm current funding and handle the application for you.
Can I put solar on a historic Pasadena home or in an HPOZ?
Usually yes, but placement and visibility matter in HPOZ districts like Bungalow Heaven. We design low-profile, street-discreet layouts and handle the added review where it applies, so you keep the home's Craftsman character and still get the production.
