Why Pasadena is not on NEM 3.0
Most of LA County's solar economics are dictated by the CPUC's NEM 3.0, which slashed export credits about 75% for the big investor-owned utilities. Pasadena is a deliberate exception. The city is served by Pasadena Water & Power, a municipal utility that runs its own net surplus compensation program entirely outside CPUC jurisdiction — so the export rules that punish solar in SCE territory next door simply do not apply to your address.

For residential customers the pilot offers roughly $0.60 per watt for a new or expanded rooftop solar system — and about $1.00 per watt for customers enrolled in PWP's income-qualified bill-assistance programs — plus battery storage incentives of up to $550 per kilowatt-hour. On top of that, PWP is waiving plan-review and inspection fees for solar and battery systems during the pilot. Systems must be installed on or after January 1, 2026 to qualify, and pilot funding is finite. This is exactly the kind of program homeowners miss because it is new and municipal. Permitting through the city Solar-App Express portal
Pasadena handles two separate approvals, and confusing them is where projects stall. The first is your building permit, issued by the City of Pasadena Permit Center; the city runs an online Solar-App Express portal that issues express permits for solar PV and combined solar-plus-storage systems up to 38.4 kW, in line with California's statewide expedited-permitting requirements.
